“The recommendation will be referred to the Traffic General Directorate of Traffic for studying.” This was the official reply of the Minister of Works, Municipal Affairs and Urban Planning, Eng. Esam Khalaf, in response to the recommendation of the Muharraq Municipal Council regarding the council’s proposal to create a mechanism that obliges the General Directorate of Traffic to cancel scrap vehicles from its database according to a specific time period.

Khalaf added that the proposal will be referred to the General Directorate of Traffic to express an opinion in terms of adding provisions that include and implement this recommendation within the Traffic Law or its executive regulations.

The minister explained that according to the statement of the ministry’s legal affairs, the recommendation was issued on the occasion of presenting the initial draft of the executive regulations of the Public Cleanliness Law No. 10 of 2019 to the Council, bearing in mind that the executive regulations were published in the Official Gazette on November 12th, with the number No. 3445 issued on November 14 2019,

Khalaf stressed that the legal opinion in the council’s proposal came about the inability to add provisions for organizing the cancellation of vehicle registration certificates within the provisions of the executive regulations of the Public Cleanliness Law.

He noted that the Traffic Law No. 23 of 2014 included within the provisions of the first chapter on vehicle registration contained within the provisions of Chapter Two related to vehicle registration and licensing. He said that it included organizing the issues and procedures for registering and licensing vehicles within the provisions of many articles, and referred to the executive regulations many detailed provisions regulating it.
